HKMA and HKUST Launch Post-Quantum Cryptography Toolkit to Help Banks Prepare by 2030

The Hong Kong Monetary Authority and the Hong Kong University of Science and Technology today launched a post-quantum cryptography toolkit, providing banks with a framework and practical tools to plan and advance the post-quantum cryptography transition. The first score of the Quantum Readiness Index launched by the Hong Kong Monetary Authority in July 2026 was 2.3 out of 10, indicating that the banking sector's transition deployment remains at an early stage, with the target of reaching 10 by 2030. The toolkit has been uploaded to the Hong Kong Monetary Authority's website Fintech Information Platform.
