Legislative Council member Wong Kwok proposed setting a minimum monthly salary requirement for talent schemes to prevent "overqualified talent taking lower-level jobs" from undermining local youths' employment prospects, with Chris Sun saying that manpower supply and demand changes would be monitored dynamically overall. He said that over the past 3 years, the government approved more than 24,000 applications per year for non-local graduates to remain in Hong Kong for employment, and proposed that applications must meet an income threshold not lower than the local median wage.
