The Independent Commission uploaded written testimony on the window replacement works at MacPherson Place online last night, revealing that Dynamic Interior Design Limited, Chi Fu Construction Company, authorised person Lai Ka-wing and structural engineer Chik Mou-kin knew of the openings before the fire but made no report. Chik said the original windows could be opened and he did not see any difference from an opening; Lai said that after removing the non-fire-rated windows they were covered with wooden boards, and at the time he did not notice that this might be illegal.
