Civil service appraisal system enhancement scheme to launch this month, first phase covering 100 ranks

Secretary for the Civil Service Ingrid Yeung said the first phase of the civil service appraisal system enhancement scheme would be implemented in 100 ranks, starting with appraisal cycles beginning on or after 1 October 2026. The effectiveness would be reviewed after two appraisal cycles, and the scheme would be extended to more ranks over the next 5 years. She also mentioned strengthening the accountability system for department heads, promoting a management system with clear rewards and penalties, and continuing to monitor the use of the streamlined mechanism for ordering the retirement of civil servants whose performance is persistently unsatisfactory.
