   文化體育及旅遊局長羅淑佩書面回覆立法會議員質詢，指政府一直關注門票炒賣及假票問題，但炒賣成因眾多，規管須審慎考慮市場反應、成本效益等影響，以免令投資者卻步。她指自2019年起，在香港體育館及伊利沙伯體育館舉行最少4場的節目，公開發售比例下限已提升至三成；啟德體育園一般要求主辦機構提供最少一半門票公開發售。

   Secretary for Culture, Sports and Tourism Rosanna Law, replying to a written question in the Legislative Council, said the government must carefully consider the impact of any proposal to regulate concert ticket scalping on market reaction, marketing operations, cost-effectiveness and practical implementation, so as not to deter investors. She said Kai Tak Sports Park Limited generally requires organisers to offer a minimum of 50% of tickets for public sale, and requires ticketing platforms to block abnormal accounts and set purchase limits.

   文化體育及旅遊局局長羅淑佩書面答覆立法會，指警方沒有備存網絡或實體炒賣門票的舉報數字，康文署過去三年亦未接獲相關舉報。她稱《公眾娛樂場所條例》下以高於原價轉售門票一經定罪可罰款2,000元，政府會繼續研究規管方案並與持份者溝通。康文署自二○一九年七月起將香港體育館及伊利沙伯體育館四場或以上表演的內銷門票上限由80%下調至70%。
