Mak Mei-kuen: Difficult to Operate Proxy Vote Cap, Studying Development of Electronic Appointments

Secretary for Home and Youth Affairs Mak Mei-kuen said she understands public concerns about the practical operation of a cap on proxy votes in the amendments to the Building Management Ordinance, citing as an example that owners' corporations find it difficult to determine whether the submission time of excess proxy votes should be calculated by the time submitted to the management office or the time signed by the owner. She said the bureau will continue to study the matter, including studying and developing electronic proxy appointments, to resolve the difficulties raised by the industry and owners' corporations.
