Independent Committee Report on Wang Fuk Court Fire Says Blaze Most Likely Caused by a Cigarette

The independent committee on the Tai Po Wang Fuk Court fire has published its report, saying the blaze was most likely caused by a cigarette igniting paper materials on the platform outside Units 104 and 105 of Wang Cheong Court, causing smouldering. The report lists workers smoking, the use of non-flame-retardant netting and other unsafe building materials and practices, and improper operation of fire service installations by unqualified persons as the human errors, mistakes or negligence that led to the fire and the heavy casualties.
The report uses environmental evidence such as cigarette butts at the scene, humidity and building materials to explain the human factors involved in the ignition and the casualties, allowing readers to check the basis of the investigation's conclusions.
