Hang Seng Index slightly lower in early afternoon session

Hong Kong stocks were slightly lower in the early part of the afternoon session, with the Hang Seng Index quoted earlier at 23,955, down 16 points, or 0.07%. The Tech Index stood at 4,171, up 13 points, or 0.32%.
