Foreign carers expected to number hundreds per year initially; Chris Sun: considering sending organisations abroad to assess candidates

The 2026 Policy Address proposes a trial scheme next year to import foreign home carers, who must complete an accredited training course in their place of origin before coming to Hong Kong. Secretary for Labour and Welfare Chris Sun said the authorities were considering commissioning Hong Kong-accredited institutions to accredit courses locally and participate in assessments. The scheme will have no quota limit, introducing hundreds of people initially each year, without affecting the existing domestic helper market of about 380,000.
