Secretary proposes three-tier mechanism to strengthen regulation of renovation works after Tai Po Wang Fuk Court fire

The Secretary for Home and Youth Affairs has proposed a three-tier dispute resolution mechanism to help owners strengthen oversight of large-scale renovation works and prevent fraud by unscrupulous merchants. A fatal fire broke out at Wang Fuk Court in Tai Po in November 2025, when the estate was undergoing HK$330 million (US$42.3 million) renovation works; the incident killed 168 people and left nearly 5,000 homeless.
