Nearly a year after the Tai Po Wang Fuk Court fire, some residents believe officials' apology has come too late and are demanding the authorities learn lessons and push long-term reform. Multiple residents also said the resignation of Secretary for Housing Winnie Ho fails to address the problem of cross-departmental failure, arguing that unless officials genuinely enforce the rules, institutional reform will struggle to take effect.
