EDB Says Retention Guidelines Are Not About Creating Different Treatment, Putting Student Well-Being First

The Education Bureau issued a statement on social media regarding discussions sparked by the updated retention guidelines in the School Administration Guide, stressing that the guidelines are clear on promotion and retention arrangements for all students, are not aimed solely at students with special educational needs (SEN), and are not intended to create different treatment or to consider government resources.
