"Convergence Upgrade Plan": Albert Ho Calls for School Mergers With a Three-Year Transition Period

In an interview on Four Corners of Politics, Albert Ho suggested that the transition period for school mergers under the "Convergence Upgrade Plan" should be set at about three years, consistent with schools' three-year development cycle. He believes that mergers should only be considered suitable if at least four Primary One or Secondary One classes are opened, and urged the Education Bureau to explain as soon as possible arrangements for school fees, student admission mechanisms, use of school premises and resource allocation.
