Tai Po Wang Fuk Court Fire Report Names 4 Departments for Dereliction of Duty, ICU Bears Greatest Responsibility as John Lee Says Reform and Accountability to Be Announced Shortly

Nearly 11 months after the Wang Fuk Court fire that killed 168 people, the independent committee yesterday submitted its report to Chief Executive John Lee, who said a comprehensive reform plan and how responsibility will be pursued would be announced shortly. It is understood the government is expected to publish the report as soon as next week, naming 4 departments for dereliction of duty, with the Housing Bureau's Independent Checking Unit (ICU) bearing the greatest responsibility, but it will not make accountability recommendations. Lau Siu-kai believes the final decision must be seen by citizens as fair, just and reasonable.
