Chan Kau-keung, formerly chairman of the Ngau Tau Kok Fire Owners' Corporation management committee and adviser to the corporation, submitted a written response to the Ngau Tau Kok Fire Independent Investigation Commission in June this year, stating that Wong Pik-kiu was subjected to "political suppression" over the proxy vote incident, and that someone was using it to "divert attention". He said the number of proxies at owners' meetings had always exceeded the actual attendance, with many owners granting proxies without attending, and he believed Wong "would only seek to assist owners with what they asked for, dealing with matters realistically".
