Secretary for Security Tang Ping-keung said the Chief Executive has tasked him with leading a joint task force against bid-rigging in building maintenance works, comprising the Police, the Independent Commission Against Corruption and the Competition Commission, upgrading intelligence sharing and joint operations from case-by-case coordination to a standing mechanism. The authorities plan to amend the Competition Ordinance to criminalise serious anti-competitive conduct including bid-rigging related to building maintenance, and Competition Commission chief executive officer Brent Snyder said he hopes to secure passage by April next year.
The announcement sets out the departments making up the joint task force and the intelligence-sharing arrangements, and explains the timetable for criminalising bid-rigging through legislative amendments, allowing readers to check changes to the enforcement structure.
