Three docile dogs lose appeal, ruling as fighting dogs upheld with lifetime muzzle requirement

The Agriculture, Fisheries and Conservation Department classified three dogs, Bao Bao, Baku and Bowie, as fighting dogs. The dog owner and volunteers appealed to the Dog and Cat Classification Committee, which recently upheld the original ruling, with no further appeal permitted. The three dogs must wear muzzles and special collars when going out in future, and are not allowed to enter restaurants that permit dogs. Volunteers worry that Bowie will be difficult to place with an adopting family.
