Electrical and Mechanical Services Department Updates Hong Kong Building Energy Efficiency Registration Scheme to Cover District Cooling Systems; Five Codes of Practice Take Effect on 1 November

The Electrical and Mechanical Services Department has launched an updated Hong Kong Building Energy Efficiency Registration Scheme and five new or revised codes of practice under an enhancement plan for district cooling systems and centralised multi-building cooling systems, all taking effect from 1 November 2026. The updated scheme expands its coverage to accept registration applications for these two types of systems without the need for separate relevant green certification, and capital expenditure on eligible energy-saving building installations can be fully deducted in calculating annual profits tax. The full enhancement plan will be fully implemented from the first quarter of 2027.
