Hang Seng Index Falls 215 Points to Close at 23,651 Points as Tech Index Loses 4,000-Point Level

Hong Kong stocks opened higher before turning lower, with the Hang Seng Index closing at 23,651 points, down 215 points, a fall of nearly 1 per cent, on main board turnover of about $176.6 billion. The tech index closed at 3,994 points, down more than 1 per cent, losing the 4,000-point level and hitting a more than two-year low. Tencent fell below $400 to close at $393.8, down 4 per cent.
