Secretary for Home and Youth Affairs Alice Mak said the government plans to launch a three-tier mechanism for handling building management disputes next year, hoping that district councillors will intervene through mediation at the early stage of residents' disputes to prevent them from escalating. District councillors will receive mediation training and assist residents in referring cases to follow-up services when necessary.
