Secretary for Home and Youth Affairs Alice Mak said in the Legislative Council that a three-tier mechanism for handling building management disputes will be launched next year, helping neighbours resolve disputes through early intervention by district councillors and professional mediation. The authorities aim to submit amendment proposals for the Buildings Management Ordinance to the Legislative Council within this year; the "Integrated Estate Management" scheme will be rolled out in districts with service needs in 2027/28 for a period of two years.
