Development Bureau Proposes Amending Law to Bring Scaffolding Covering 4 Storeys or More Under Major Maintenance Regulation

Secretary for Development Bernadette Linn said the government is amending the Buildings Ordinance in response to the Wang Fuk Court fire, proposing that scaffolding covering at least 1 building facade of 4 storeys or more, or scaffolding over an entire light well or internal corner from bottom to top floor, be regulated as "major building maintenance works", with construction plans required to be fully submitted before work can start. The Buildings Department will also require each site to film and submit videos of the concrete pouring process for spot checks, and an independent laboratory must be engaged to conduct sampling tests after pouring is completed.
