CASS President Gao Xiang: Five-Year Plan Turns Executive-Led Advantage into Governance Effectiveness

The Chinese Academy of Social Sciences held an academic seminar on "One Country, Two Systems" in Shenzhen yesterday, with the theme centred on the Five-Year Plans for Hong Kong and Macao. In his address, CASS President Gao Xiang said that under the coordination of the Five-Year Plans, executive-led governance has become "an operable, inspectable and accountable governance arrangement", and that Hong Kong and Macao, drawing on the country's experience with five-year plans, are turning the institutional advantage of executive-led governance into governance effectiveness, which helps continuously improve the SARs' administration and people's well-being.
