Commerce and Economic Development Bureau preparing legislative amendment to criminalise improper use of another person's name to register phone cards

The Commerce and Economic Development Bureau is preparing a legislative amendment to make it a new offence to improperly use another person's name to register a prepaid SIM card without lawful authority or reasonable excuse. Secretary for Commerce and Economic Development Algernon Yau, in reply to a written question from a member, said the government is also conducting a comprehensive review of the real-name registration system for prepaid SIM cards and considering lowering the cap on the number of prepaid SIM cards that individual users can register. The government will consult the public on the legislative amendment at an appropriate time.
