Mabel Chan: Ride-Hailing Licences to Be Allocated by Ballot, Priority Groups Under Study Include Early Exam Takers and Car Owners

Secretary for Transport and Logistics Mabel Chan says the ride-hailing vehicle permits will have a cap of 10,000 quotas, with allocation details to be announced next month and expected to be conducted by ballot. The government is studying ways to increase the chances of winning for specific groups, including those who registered early or completed the relevant exams, those who took the taxi written test before the ride-hailing ordinance took effect, and those who have owned a private car for at least a year. She says she does not want to exclude young people or others entering the trade on a part-time basis.
