The Overview lists the approved fees, principal and teacher numbers, and teacher-student ratios of about 930 kindergartens territory-wide, and includes sections on "Support for Non-Chinese Speaking Students" and "Support for Students with Special Educational Needs". Schools participating in the Kindergarten Education Scheme must disclose the proportion of expenditure in major spending areas and are subject to quality assurance inspection.

The Education Bureau has updated the School Administration Manual, stating that schools should not arrange for students with special educational needs (SEN) to repeat a year, and in particular should not have them repeat more than once; those with intellectual development disorders or severe mental illness are even less suitable for repetition. The Manual states that repeating a year will only exacerbate difficulties in social and emotional adjustment and increase mental health risks, and that schools should provide appropriate support measures as an alternative to grade retention. When considering repetition, schools must discuss the matter with parents through a multidisciplinary team, and where necessary seek the opinions of professionals such as psychiatrists.

本港上星期錄得4宗退伍軍人病個案，其中3宗屬社區感染，1宗有待界定，全部患者均有長期病患。3名社區感染男病人年齡介乎76至77歲，分別居於沙田、觀塘和葵青區；另一名69歲男病人居九龍城區，其潛伏期內曾到內地，待界定屬輸入或社區感染。截至前日本港今年累計錄得157宗個案。

Secretary for Health and Welfare Lo Chung-mau told the Legislative Council that Hospital Authority nurse vacancies exceed 10%, and that as new hospitals are completed in future, the authorities will step up nurse recruitment. He said the attrition rate for public hospital nurses had fallen from a peak of over 10% to about 5.4% at present, and stressed that there was no surplus of doctors or nurses for the time being, estimating that in 10 to 15 years there would still be a shortfall of about 6,000 medical personnel in the public and private sectors combined.

The Centre for Health Protection said it is closely following up on a death case of a laboratory worker with "severe pneumonia of unknown cause" in Irkutsk Oblast, Russia, and assessed that the immediate risk to Hong Kong's public health is low. Citing information from Russian authorities, the World Health Organization said there is currently no evidence of sustained transmission, and no high-threat pathogens have been detected among the deceased's contacts. The centre will strengthen temperature monitoring at the airport for travellers arriving from Russia, and urges travellers who have visited the area in the past 14 days to declare proactively upon arrival in Hong Kong.

港大研究：新確診高血壓糖尿病患者參與慢病共治一年後健康改善

He cited studies showing that cardiovascular disease patients face a 6 to 17 times higher risk of acute myocardial infarction within one week of being diagnosed with influenza, and an approximately 8 to 10 times higher risk of stroke. So Yiu-wah, president of the Hong Kong Association of Hospital Pharmacists, reminded the elderly to get vaccinated every year, noting that the live attenuated intranasal vaccine is not suitable for the elderly.

Algernon Yiu says thalassaemia patients need long-term treatment, hopes public will deepen understanding

Secretary for Commerce and Economic Development Algernon Yiu attended the opening ceremony of the Thalassaemia Children's Fund ceramic exhibition and charity sale, saying that thalassaemia patients require long-term treatment and follow-up, and hoping that the exhibition would not only allow the public to appreciate ceramic artworks but also deepen their understanding of the disease. He also said that the fund has been raising public awareness through various forms and charity activities, and providing support to sick children and their parents.
