Leung Tin-cheuk: What if the condom really does leak
Leung Tin-cheuk writes in response to Shih Wing-ching's proposal that the government require manufacturers to produce a certain proportion of condoms that leak, then adjust the proportion of defective products to regulate the birth rate. He believes this involves users' informed consent and reproductive autonomy, and is by no means a trivial matter. He points out that even setting aside the rights issue for now, the numbers may not add up.
