Born with a hearing impairment, Ivan Fung Wing-hong struggled to find work in Hong Kong's construction industry after graduation. This early setback eventually led him into education, where his teaching career has spanned young children, postgraduate students and older people. At school, he found language subjects difficult because he could not hear clearly, but performed better in mathematics and art, so he chose to study architecture-related subjects.
In an interview on Four Corners of Politics, Albert Ho suggested that the transition period for school mergers under the "Convergence Upgrade Plan" should be set at about three years, consistent with schools' three-year development cycle. He believes that mergers should only be considered suitable if at least four Primary One or Secondary One classes are opened, and urged the Education Bureau to explain as soon as possible arrangements for school fees, student admission mechanisms, use of school premises and resource allocation.
Peter Cheung, honorary chairman of the Primary School Heads Association, urged the Education Bureau to carefully assess the educational uses and value of vacant school premises beyond schooling; otherwise, once land use changes, the cost of resuming the sites for educational use would rise substantially. He noted that Hanova International School has yet to take over the premises allocated to it by the authorities, reflecting that obtaining vacant school premises is "not as easy as imagined" and requires facing district opinions. Vacant school premises may increase in future due to school mergers or closures.
