Secretary for Environment and Ecology Tse Chin-wun said in a written reply to a Legislative Council member's question that from the launch of the electric taxi subsidy scheme in December 2024 to August this year, 3,578 taxi owners had accepted subsidy quotas, of which 1,152 electric taxis had completed licensing and were eligible for a subsidy of $45,000 each. A further 3,527 owners did not take part or did not reply. In the latest round of invitations, 1,343 owners did not reply before the deadline in early October. Part of the reason is that the economic environment has changed in recent years and owners are more cautious about investing, which is unrelated to the deadline and the choice of car models.

Platforms involved in currency exchange or cross-border remittances must obtain a licence from the Customs and Excise Department, while those offering "buy now, pay later" services involving lending business must obtain a money lender's licence under the Money Lenders Ordinance.

The Transport Department has announced the traffic arrangements for the opening of the rebuilt Huanggang Port, which will operate 24 hours, with 7 franchised bus routes, 6 green minibus routes and 5 short-haul cross-boundary bus routes running 24 hours. Among them, the franchised bus routes pass through 9 MTR stations and 4 bus interchanges. The department has jointly drawn up a contingency plan with port authorities on both the Shenzhen and Hong Kong sides, under which backup buses in the buffer zone can arrive within two minutes to pick up passengers. It has also urged members of the public to use other land and rail boundary crossing points as needed during the initial period of opening and to plan their journeys in advance.

Secretary for Environment and Ecology Tse Chin-wan replied to a written question from Legislative Council member Lam Ming-fung of the transport functional constituency, saying the more prudent approach is to follow the existing fare or vessel charge adjustment mechanism, with the government taking an integrated view of operators' operating environment, cost changes and the public's affordability. The diesel subsidy scheme for public or commercial vehicles and vessels, introduced in response to oil price volatility caused by the Middle East conflict, ended on June 30. He said he would continue to communicate with operators to explore measures for increasing revenue and reducing expenditure.

Lee Ho-yin said in Policy Forum that with the Hong Kong's First Five-Year Plan in place, fiscal support needs to change, with the budget possibly shifting from annual to three- to five-year fiscal planning, and departmental funding adjusted on a rolling basis in line with the plan's pace and changes. He believes inter-departmental co-ordination may also need to change, requiring some departments to take the lead in co-ordinating, redefining responsibilities, and having the ability to mobilise resources from other departments.

醫務衞生局局長盧寵茂表示，公營醫療收費改革後，政府對公營醫療服務維持高達95%資助，費用減免機制覆蓋人數由約90萬增至約200萬。截至上月30日，醫管局共接獲33萬1951宗減免申請，超過30萬宗獲批，全額減免人數由全年少於1.4萬人增至超過25萬人。全年收費上限一萬元機制已有20655名病人獲批申請。

The Food and Environmental Hygiene Department has installed air purification systems in more than 130 public toilets, while another 15 public toilets are equipped with the "Smart Public Toilet System" for real-time monitoring of odours. The authorities said that adding washbasins inside toilet cubicles would reduce the total number of cubicles and increase the risk of slips, and that they would closely monitor design trends.

The trial operation of Hong Kong's central gold clearing and settlement system has received an ideal response, with 11 banks serving as temporary direct participants in the settlement system, which will commence formal operation in the first quarter of next year; the London Bullion Market Association will also co-host an Asian forum in Hong Kong with the Hong Kong Government and the Hong Kong Gold Clearing Company Limited in April next year.
