Chief Justice of the Court of Final Appeal Andrew Cheung welcomes the Chief Executive's acceptance of the Judicial Officers Recommendation Commission's recommendation to appoint Lord Neuberger as a non-permanent judge from another common law jurisdiction of the Court of Final Appeal, and the Government will seek the Legislative Council's consent. Some owners were unable to sign before the deadline due to ownership issues such as the need for probate, bankruptcy, ownership disputes or being outside Hong Kong, and the government will consider arrangements on a discretionary basis according to individual circumstances and continue to follow up on the procedures for transferring the deeds.
