The Leisure and Cultural Services Department announced today (17 October) that due to rough seas, red flags have been hoisted at Stanley Main Beach, Shek O Beach and Big Wave Bay Beach in Southern District on Hong Kong Island, Tung Wan Beach on Cheung Chau in the Islands District, and Silverstrand Beach in Sai Kung District, indicating that swimming there is dangerous and members of the public are advised not to swim there.

Development Bureau Gazettes Eight Subsidiary Regulations as New Land Title Registration System to Be Implemented in First Half of Next Year

The Development Bureau today gazetted eight subsidiary regulations, proposing four new subsidiary regulations under the Land Titles Ordinance and amending four subsidiary regulations under the Land Registration Ordinance, the High Court Ordinance and the District Court Ordinance, to set out implementation details for the title registration system on new land in the first half of next year. New land means land held under a Government lease granted on or after the day the amended Land Titles Ordinance comes into effect, generally including land granted by way of land sale, private treaty grant and land exchange. The eight subsidiary regulations will be submitted to the Legislative Council next Wednesday for the negative vetting procedure.

衞生防護中心公布過去一星期（十月九日至十月十五日）錄得一宗新增類鼻疽個案，涉及一名居於深水埗區的74歲長期病患女子，她於十月八日離世，死因仍在調查中。中心初步調查顯示個案屬散發個案，沒有資料顯示與本港早前其他確診個案有流行病學關連。截至昨日，本港今年錄得九宗類鼻疽個案，中心提醒長者及長期病患者在颱風或暴雨後應避免接觸土壤或泥水。

Development Bureau Gazettes Eight Subsidiary Regulations to Set Out Details for Title Registration System on New Land

The Development Bureau gazetted eight subsidiary regulations on 16 October to set out implementation details for the title registration system on new land in the first half of next year, and to align certain practices under the existing deeds registration system with the new system. The eight subsidiary regulations will be submitted to the Legislative Council on 21 October for the negative vetting procedure, with some electronic application provisions and fee amendment regulations to take effect on 4 October 2027 in tandem with the electronic submission system.

Aurand Appointed as Non-Permanent Judge of the Court of Final Appeal from Another Common Law Jurisdiction

Chief Executive John Lee accepted the recommendation of the Judicial Officers Recommendation Commission and, after obtaining the consent of the Legislative Council, appointed Aurand as a non-permanent judge of the Court of Final Appeal from another common law jurisdiction under the Basic Law and the Hong Kong Court of Final Appeal Ordinance. Chief Justice of the Court of Final Appeal Andrew Cheung welcomed the appointment. Aurand retired as a permanent judge of the Supreme Court of New Zealand in April 2017. After the appointment, the list will include 6 distinguished judges from the United Kingdom, Australia and New Zealand.

Chief Justice of the Court of Final Appeal Andrew Cheung welcomes the Chief Executive's acceptance of the Judicial Officers Recommendation Commission's recommendation to appoint Lord Neuberger as a non-permanent judge from another common law jurisdiction of the Court of Final Appeal, and the Government will seek the Legislative Council's consent. After the appointment, the number of non-permanent judges from other common law jurisdictions will increase from 5 to 6, enhancing flexibility in handling the work of the Court of Final Appeal.

房屋局宣布十三個簡約公屋項目全部開放接受申請

房屋局於十月十六日宣布，即日起十三個「簡約公屋」項目全部開放接受申請，最後兩個位於觀塘順利邨道及黃大仙竹園道、由校舍改建的項目合共提供約210個單位，將於明年第一季陸續落成。符合資格人士會陸續收到申請表，於十一月六日或之前交回可獲優先處理，其後仍會繼續開放申請。截至九月底已收到超過44 900份申請，全數約30 000個單位預計於明年三月底前落成。
