Mr Ng, vice-chairman of the corporation, said the Buildings Department had not disclosed the identity of the rooftop occupier and felt it was unfair to hand over the responsibility. The Buildings Department explained that after Kwok Fong sold the ownership, it lost the exclusive right to use the rooftop, so the responsibility was assigned to the corporation in accordance with the public trust.
