The EMSD described the construction as having serious deficiencies, did not rule out criminal acts involving fraud and making false statements, and would refer the case to the police for follow-up. An engineer considered that the absence of fire-resistant door frames did not affect operational safety, but described the situation as "too sloppy", and recommended penalties to serve as a deterrent.
