This year marks the 160th birth anniversary of Sun Yat-sen, the Father of the Nation. The government has announced that an official commemorative ceremony will be held on 12 November at Sun Yat-sen Memorial Park to honour Sun Yat-sen's immortal contributions to national independence, social progress and the people's wellbeing. There are 43 official events in total, and cosmos will be planted beside the bronze statue in Sun Yat-sen Park, emulating the Father of the Nation's former residence.
The Development Bureau has submitted 8 pieces of subsidiary legislation to the Legislative Council to complement the new land title registration system, restricting search arrangements under the existing Land Registration Ordinance and for future new land, with searches permitted only for specified purposes or where accepted as serving the public interest. Applicants citing public interest must submit a declaration stating that the information will be used only for the declared purpose, and false or misleading statements carry criminal liability. The new search arrangements are tentatively set to take effect in the first half of next year.
Chief Executive John Lee has accepted the recommendation of the Judicial Officers Recommendation Commission to appoint Arnold, a former permanent judge of the Supreme Court of New Zealand, as an overseas non-permanent judge of the Court of Final Appeal, subject to the consent of the Legislative Council. After Arnold's appointment, the number of overseas non-permanent judges will increase from the current 5 to 6. Chief Justice of the Court of Final Appeal Andrew Cheung has welcomed this.
The Tourism Hotspots Working Group will roll out four projects in the next stage progressively from the fourth quarter of this year, covering industrial brands, miniature art, religious culture and district features. Hong Kong industrial brand tourism will add the Kowloon Motor Bus depot, the MTR "Encounter · Station See" railway exhibition and Beijing Tong Ren Tang's Hong Kong production and research base, among others. Tourists will visit in "group in, group out" form, with the Travel Industry Council handling bookings and coordination.

The Education Bureau will launch the "Convergence Upgrade Scheme" within this school year, encouraging mergers of publicly funded primary and secondary schools and allowing aided schools to merge with direct subsidy schools. Secretary for Innovation, Technology and Industry Sun Dong said the government is preparing to commission a consultant to conduct a new round of computing power research, with 'efficient computing power, stable electricity and low-carbon transition' as the core direction, to optimise the operation of data centres and the layout of computing power in Hong Kong. Legislative Council member Elizabeth Quat said in a Legislative Council oral question that computing power facilities are in short supply, and asked whether research on computing power certification and trading mechanisms would be accelerated. Gold refiner King International has confirmed plans to establish its new Hong Kong headquarters at AIRSIDE in Kai Tak and build a precious metals refinery with a floor area of about 100,000 square feet in Tai Po.
