    Under the government's proposed reorganisation of the Medical Council, the number of doctor members will remain at 24, but the number of doctors elected by the profession will be cut from 16 to 10, with those elected to be selected and appointed by the Chief Executive, while the Hong Kong Medical Association's seats will be reduced from 7 to 4. Medical Council chairman Sara Ho said that after reorganisation, doctors would still account for 69 per cent of members and remain a majority, which was perfectly acceptable, so she did not oppose the plan. She said, however, that the past election system had always worked well, and that the final plan would have to be decided by the government.

    The government plans to reform the penalties the Medical Council can impose on doctors, proposing a four-tier disciplinary mechanism and the abolition of suspension of sentence; the Medical Council has submitted a submission suggesting that suspension of sentence be retained. Chairwoman Anne Tam Wai-ching said professional misconduct already counts as "very serious" for doctors and would result in no certificate of good standing being issued, and she believes a four-tier disciplinary system could coexist with suspension of sentence. She also hopes the government will explain more clearly the legislative intent behind "conditional practice".

    'Electronics King' Ku Ming-kuen and 5 alumni filed a lawsuit alleging that Pui Ching Primary School's alumni association made misrepresentations, claiming it obtained donations of over $30 million in the name of renovating a teaching building. The case began trial at the High Court today. The plaintiffs allege that most of the building's area is occupied by Pui Ching Professional College, and that 10 floors of the new building cannot be used for primary school purposes. The alumni association has returned Ku Ming-kuen's donation, and the plaintiffs continue to pursue whether charitable trusts were violated.

    Cushman & Wakefield said Grade A office rents across Hong Kong had risen 6.1% year-to-date, up 1.7% quarter-on-quarter in the third quarter. Grade A office rents in the Central district rose a further 3.0% quarter-on-quarter in the third quarter, while Hong Kong East and the South Side of Hong Kong Island recorded slight increases. The injured were the 48-year-old male driver of the private car and his daughter, aged about 1, together with the 49-year-old driver of the lorry. The private car is suspected of losing control at the bend near the rest garden at the tunnel entrance, mounting the stone kerb, crossing into the opposite lane and crashing into the lorry.

    Staff from the Land Development Department arrived at the century-old walled village Cha Kwo Ling Village on the morning of the 5th to resume land. The bosses of Hoi Kee (Hwa Hsin) Ice Room, Wing Wah Ice Room and Mow Fat Tea House all opened their doors and handed over their keys, and were arranged to apply within 14 days to re-enter and remove their belongings. Land Development Department staff also accompanied construction workers to break into a house; finding it empty, they sealed the door and boarded it up.
