She also mentioned strengthening the accountability system for department heads, promoting a management system with clear rewards and penalties, and continuing to monitor the use of the streamlined mechanism for ordering the retirement of civil servants whose performance is persistently unsatisfactory.

The "iAM Smart" 18111 mental health support hotline provides 24-hour service and, as at 30 September this year, had offered immediate support to nearly 352,900 calls and 6,250 WhatsApp messages. Multiple government departments held a cross-departmental wildfire and hill rescue drill near Lion Rock Country Park on 9 October, mobilising about 150 people and simulating 25 hikers encountering a wildfire. The Hong Kong Monetary Authority announced the provisional issuance schedule for government agency bonds under the Infrastructure Bond Scheme and the Sustainable Bond Scheme from October 2026 to March 2027. The bonds will be denominated in Hong Kong dollars and renminbi and issued by competitive bidding. The Hong Kong Monetary Authority has also reappointed 13 financial institutions as primary market dealers for a two-year term covering October 2026 to September 2028.
