After six rounds of hearings, the independent commission of inquiry into the Wang Fuk Court fire will submit its report to the Chief Executive by the end of this month. John Lee met the press before the Executive Council meeting, expressing hope that all sectors would attach importance to and take note of the LegCo's combined debate on the Five-Year Plan and the Policy Address. He said three working groups were set up immediately after the fire, respectively responsible for investigating and strengthening regulation, coordinating fundraising and support, and arranging emergency accommodation and long-term proper resettlement for victims.
John Lee said the Legislative Council will hold a combined debate from Wednesday to Friday on Hong Kong's first five-year plan and the proposals in the new Policy Address, expressing hope that all sectors will attach importance to it and gain a better understanding of the significance of the five-year plan through the debate. Secretary for Financial Services and the Treasury Christopher Hui told the Legislative Council Panel on Financial Affairs that the government plans to submit an Inland Revenue Amendment Bill in December this year to establish a "preferential tax regime" to promote industries and investment, with formal implementation expected in 2027/28. The preferential tax rate will be 5 per cent or half rate, which for corporations means 8.25 per cent, with a qualifying period of up to 5 years.
